Go-live: DIGG and DUBA at SKBS

Press Release

Städtisches Klinikum Braunschweig and Vertama digitize communication with public authorities: Birth notifications and court applications sent directly from the Hospital Information System (HIS)

Städtisches Klinikum Braunschweig (skbs) is leveraging solutions from Vertama to fully digitize its communication with public authorities and the courts. This includes both the submission of applications to courts—via the “Special Electronic Authority Mailbox” (beBPo)—and the direct transmission of birth notifications to the specialized software used by registry offices.

BRAUNSCHWEIG / BERLIN, October 19, 2026 – Städtisches Klinikum Braunschweig is taking another step toward the digitization of administrative processes. Through the “Digital Birth Notification” (DIGG) and the “Digital Application for Involuntary Commitment or Deprivation of Liberty” (DUBA), two previously labor-intensive communication processes between the hospital and public authorities or courts are being fully digitized. Both services are integrated directly into the hospital’s existing Hospital Information System (HIS), i.s.h.med.

This allows birth notifications to be sent to the relevant registry office, and applications related to involuntary commitments or measures involving the deprivation of liberty to be created and submitted digitally—all directly from within the clinical workflow. Data already present in the HIS is automatically retrieved and used for the respective notification or application.

Two distinct administrative areas – one unified principle

Although the two processes differ significantly in terms of content and technical requirements, they are based on a common principle. In the case of the digital birth notification, data must be transmitted securely and in a structured format from the hospital to the registry office. In the case of DUBA, communication with the relevant courts takes place via the infrastructure of the “Special Electronic Authority Mailbox” (Besonderes elektronisches Behördenpostfach – beBPo).

Both applications follow the principle of end-to-end digitalization. This does not merely begin at the point of sending an electronic document; rather, the entire process is initiated directly from within the hospital information system and integrated seamlessly into existing clinical workflows.

For staff, this means less manual data entry, fewer system switches, and fewer interruptions caused by “media breaks” (such as the transition from digital to paper-based formats).

From the hospital information system (HIS) directly to the registry office and the court:

DIGG digitizes an administrative process that, for decades, was characterized by paper-based documentation and manual processing. Birth notifications can be generated using data already present in the hospital information system (HIS) and transmitted digitally to the appropriate registry office.

With DUBA, the hospital also digitizes another legally sensitive process: applications for judicial authorization in cases of involuntary commitment or measures that restrict personal liberty. These can be created directly within the HIS and transmitted electronically to the relevant court via the beBPo system.

This eliminates the need to re-enter patient data into separate applications. The digital process also encompasses communication in the opposite direction: incoming documents and court orders can be linked to the corresponding clinical case.

One hospital, various mandatory reporting requirements, one integration strategy

For Vertama, the simultaneous introduction of both services in Braunschweig marks a significant step in the further development of its “Reporting Processes as a Service” approach.

“Hospitals interact with a wide variety of authorities on a daily basis. The challenge is that each of these processes entails different regulatory requirements, technical infrastructures, and communication channels,” explains Andre Sturm, CEO of Vertama GmbH. “In Braunschweig, we are demonstrating that this complexity does not have to fall on the end user. Whether it involves a notification to a registry office or a submission to a court, the process for staff should begin exactly where the data already exists: within the Hospital Information System (HIS).”

The implementation in Braunschweig also underscores Vertama’s “Any-HIS” philosophy. The goal is to integrate legally mandated reporting and communication processes into existing clinical workflows—regardless of which HIS is in use.

Fewer parallel processes in the hospital

For hospitals, the benefit lies not merely in replacing paper or fax-based communication with a digital transmission channel. The crucial factor is integration into the existing IT infrastructure. Data that is already available within the clinical workflow should not need to be re-entered. At the same time, staff should, as far as possible, not have to use additional, separate systems to handle statutory notifications and applications.

With the launch of DIGG and DUBA, Städtisches Klinikum Braunschweig (Braunschweig Municipal Hospital) has established the foundation for two end-to-end digital communication processes between the hospital and public authorities.
